Biography of Ahmad Idris (Habibi)

Ahmad Idris (Habibi), son of Engineer Hazar Gul (Habibi), was born in 1375 Hijri Solar (1996 CE) in the village of Garbat Baghak, located in Saydabad District of Maidan Wardak Province, Afghanistan.

He completed his primary education at Baghak High School and Jamaluddin Darul-Hifaz, and continued his religious studies at the Ahsan Al-Uloom Madrasa.

In 1394 H.S. (2015 CE), he graduated with distinction and top honors from Syed Jamaluddin Afghan University.

In 1396 H.S. (2017 CE), he earned his master’s degree with honors in the field of Tafsir and

Hadith from Salam University in Kabul.

In 1442 Hijri (2021 CE), he completed his doctoral coursework (PhD) at the International Islamic University in Islamabad and is currently in the process of writing his dissertation.

He has extensive teaching experience. Notably, in 1395 H.S. (2016 CE), he served as a teacher at Hadiqat al-Qur’an Private Madrasa and the Ansar al-Mu'mineen Educational Center.

From 1/1/1396 to 29/12/1396 H.S., he served as the Head of the Islamic Studies Department at Afghan University.

From 1/1/1397 to 30/5/1398 H.S., he worked as a lecturer at the Sultan Mahmud Ghaznavi Private University.

On the 5th of Jawza 1398 H.S. (May 2019 CE), he was arrested by American occupying forces.

Following the completion of his coursework, he was appointed as Dean of the Faculty of Sharia at Bamyan University by decree of the Office of the Prime Minister and approval of the Ministry of Higher Education, a position he currently holds.

He is fluent in Pashto, Dari, and Arabic, and has basic speaking skills in English and Urdu. He is also capable of writing and translating in the aforementioned languages.

Mr. Habibi is well-versed in several computer programs and is familiar with modern technology.

Introduction to the Department of Fiqh and Law
The Department of Fiqh and Law is one of the active and important departments within the Faculty of Islamic Studies at Bamyan University. It began its academic and educational activities on the 14th of Aqrab, 1397 (Solar Hijri), concurrently with the establishment of the Faculty. This department, benefiting from an experienced academic staff, pursues significant educational and research objectives, with a primary focus on the teaching of Islamic sciences, national laws, and the legal system currently in force in the country.

The main objective of this department is to train specialized, committed, and knowledgeable personnel in the fields of Islamic jurisprudence, public law, and Islamic legal matters, so that they can play an effective role in the country’s legal, judicial, and academic institutions.

Specifically, some of the key objectives of this department include:
• Training specialized personnel to work in judicial and legal institutions in order to handle criminal, civil, and commercial cases;
• Providing scholarly responses to the jurisprudential needs of the people and the government, and offering credible fiqhi opinions;
• Actively participating in strengthening the rule of law and promoting Islamic governance;
• Offering jurisprudential and legal solutions that align with the current needs of society across various fields;
• Providing academic responses to emerging challenges, needs, and questions in the fields of Fiqh and Law;
• Presenting jurisprudential and legal discussions in a modern manner, suited to the conditions of time and place.

Since its establishment, the Department of Fiqh and Law has had four graduated batches, with a total of 75 students successfully introduced to the academic and administrative sectors of the country. Graduated students are recruited in both religious schools (madrasas) and formal educational institutions.

The trained personnel who graduated from this department are currently serving in various judicial, legal, and educational sectors of the country, upholding Islamic values, and playing an effective role in achieving the faculty’s objectives as well as the national and social development of the country.

Vision of the Department of Fiqh and Law:
To achieve a prominent academic, legal, and jurisprudential position at the national and regional levels through the development and deepening of Islamic jurisprudence and statutory law studies, relying on religious teachings, modern methods of teaching and research, with the aim of creating an aware, law-abiding, and committed Islamic society.

Mission of the Department of Fiqh and Law:
To educate and provide specialized, knowledgeable, and committed personnel in the fields of Islamic jurisprudence, law, and legislation, capable of addressing the legal and jurisprudential needs of society, through theoretical and practical education and the enhancement of students’ academic capacities, in accordance with Islamic scientific and ethical standards.

Brief Biography of the Professors:
1- Teaching Assistant  Noorullah Mohammadi
Teaching Assistant  Noorullah Mohammadi, son of Mohammad Rasool, was born in Sheikh Ali District, Parwan Province. He completed his primary and secondary education at Haqqania School and then received his Bachelor’s and Master’s degrees in Fiqh and Law from Kabul University. He is currently serving as the Head of the Department of Fiqh and Law, faculty of Islamic Studies at Bamyan University.

2- Assistant Professor Muhammad Ibrahim Zaki
Assistant Professor Muhammad Ibrahim Zaki, son of Mohammad Hussein, was born in the center of Bamyan Province. He completed his primary education from grades one to five at the Bamyan Central High School and then traveled to Iran for further studies. Professor Zaki obtained his Bachelor's degree in Fiqh and Islamic Culture, his Master's degree in Fiqh and Islamic Studies, and his Doctorate in Islamic Jurisprudence from Jamiat al-Mustafa University, Iran.  Since 1398 (Solar Hijri), he has been serving as a full-time professor in the Department of Fiqh and Law at Bamyan University. Additionally, he served as the Head of the Department of Fiqh and Law for three years.

Introduction to the Islamic Education Department

The Islamic Education Department was established in 2010 (1389 AH) within the framework of Bamyan University in response to the needs of the Islamic society of Afghanistan, particularly the people of Bamyan, and the requirements of academic, cultural, and religious institutions. Initially, the faculty members of this department taught Islamic Culture (Islamic Civilization) subjects for the Faculty of Education and other faculties at Bamyan University. In 2014 (1393 AH), for the first time, students were officially admitted through the national entrance exam (Kankor), marking the beginning of its formal operations. In 2017 (1396 AH), it officially launched its academic and educational activities under the umbrella of the Faculty of Sharia.

Objectives:

  • To provide an appropriate environment for academic and specialized research based on scientific standards, and to foster a spirit of creativity among both professors and students.
  • To design and develop a specialized, academic, and standardized curriculum related to the department's responsibilities.
  • To train qualified, professional, and committed personnel for relevant roles.
  • The Islamic Education Department is committed to training specialized staff in the teaching of religious sciences, to serve as teachers in schools, madrasas, teacher training centers, universities, prosecutors’ offices, government institutions, the Ministry of Defense, and as mosque imams. This department believes in the unity of the Islamic Ummah and the principle of social tolerance, especially for Afghanistan, and relies on the fundamental sources of Islam: the Holy Qur’an, the traditions of the Prophet Muhammad (peace be upon him), and the guidance of Islamic scholars.

Graduates of the Department of Jurisprudence and Law

Since its establishment, the Department of Jurisprudence and Law has produced six graduating cohorts, whose alumni have been presented to the academic and administrative sectors of the country. Students of this department are admitted from graduates of religious schools (madrasas) and formal schools.

The trained personnel of this department are currently serving in the judicial, legal, and education sectors of the country, guided by Islamic values, and play an important role in achieving the department’s goals and contributing to national and social development.

Academic Members of the Islamic Education Department

1. Senior Teaching Assisstant  Habibullah Haqparast
Son of Malik Mohammad, from Shinwari district of Parwan Province, born in 1986 (1365 AH). He graduated from Imam Abu Hanifa Madrasa after completing grade 14, obtained his bachelor's degree in Islamic Studies and Culture from the Faculty of Social Sciences at Kabul University of Education, and received his Master’s degree from Qom University in Iran. Since 2013 (1392 AH), he has been a full-time lecturer at Bamyan University’s Islamic Education Department and currently serves as the department head.

2. Senior Teaching Assisstant  Nasratullah Nasrat
Senior Teaching Assisstant Nasratullah Nasrat, son of Sherdil, was born in Surkh Parsa District, Parwan Province. He obtained his Bachelor’s degree in Islamic Sciences and Culture from the Faculty of Social Sciences, Kabul University of Education, and later earned his Master’s degree in Qur’anic Exegesis and Hadith Studies from Nangarhar University.

Since 2013 (1392 in the Solar Hijri calendar), he has been serving as a full-time faculty member in the Department of Islamic Education at Bamyan University, where he has been actively engaged in teaching and scholarly activities.

In addition to his teaching responsibilities, Mr. Nasrat has served in several academic and administrative roles, including Head of the Department of Islamic Education, Deputy Dean of the Faculty of Sharia, and Head of Academic Affairs at Bamyan University. He is currently serving as the Deputy for Research and Editor-in-Chief of the Academic Journal of Bamyan University

 

3.Asociated  Professor Sayed Khalil Kohi
Son of Sayed Taqi, from Panjab district of Bamyan Province. He holds a bachelor’s degree in Arabic Literature from the Faculty of Languages and Literature, Kabul University, and a Master’s degree from Isfahan University. Since 2006 (1385 AH), he has been a professor at Bamyan University. He has served as the Dean of the Faculty of Sharia for five years and as Head of the Islamic Education Department for three years.

Introduction to the Department of Islamic Culture

The Department of Islamic Culture is one of the three active departments within the Faculty of Sharia at Bamyan University, and its academic subjects are recognized university-wide. The faculty members of this department teach Islamic cultural subjects across all faculties of Bamyan University. This subject is taught in all semesters at both public and private universities throughout the country, aiming to promote respect for Islamic values, understanding of religious principles, and enhancement of Islamic knowledge.

Vision

The Department of Islamic Culture aspires to be a leading academic and cultural center, playing an effective role in the promotion of Islamic values, the dissemination of ethics and spirituality, and the strengthening of cultural and religious identity in society.

Mission

The mission of the Department of Islamic Culture is to provide standard education, conduct scientific research, and organize cultural programs in order to educate a generation that is knowledgeable, faithful, and committed, while actively contributing to the enhancement of religious and cultural awareness in society.

 

Objectives of the Department of Islamic Culture

  • To provide students from various higher education disciplines with a scholarly and academic introduction to the general principles of Islam.
  • To introduce the Islamic worldview and its relationship with contemporary sciences.
  • To train youth who are knowledgeable, committed, and loyal to the values of Islamic culture.
  • To prepare balanced and dedicated Islamic cadres who apply Islamic ethics and knowledge without extremism or negligence.
  • To explain Islamic topics from both Sharia (legal) and rational perspectives and clarify their wisdoms.
  • To elevate students' Islamic knowledge so they can play an effective role in individual and societal development.
  • To promote scientific research, sound Islamic thought, and the expansion of human values.

Academic Staff Overview

The department consists of approximately 19 instructors, most of whom have completed the "Alimiyah" (Islamic scholarly) course and hold Master's or Bachelor's degrees. They specialize in teaching Islamic sciences. Most of the faculty members graduated from religious seminaries and Islamic universities, possessing scholarly experience in Islamic education, Hadith, Fiqh, and Tafsir.

1- Candidate Assistant Professor Samiullah Saadat
Samiullah Saadat, son of Zabihullah, was born in 1367 AH (approximately 1988-89 CE) in Tala and Barfak districts of Baghlan province. He received his primary education in his own village and completed his secondary education at Jamia Al-Anwar Madrasa (Panjshir).
He graduated from Kabul University with a degree in Islamic Studies and obtained the ‘Almiya (scholar) certificate from Darul Uloom Omar bin Khattab (Qala-e-Logari, Kabul).
In 1402 AH, through an open competitive exam, he was appointed as a faculty member at the Department of Islamic Culture, Faculty of Sharia, Bamyan University, and is currently the head of this department.

2- Candidate Assistant Professor Basheer-ul-Haq Haqqani
Basheer-ul-Haq Haqqani, son of Muhammad Saber, was born into a religious family. He began his primary education at Teklaniyeh Dasht Safid Madrasa in Kahmard district, Bamyan province.
He pursued higher studies at Madrasa Al-Quds (Kabul) under Sheikh Abdul Shakoor Sahib and completed his ‘Almiya course at Khatam Al-Anbiya Jannatiyah Madrasa (Pul-e-Charkhi, Kabul).
He has extensive teaching experience in various private madrasas across the country and holds both Bachelor’s and Master’s degrees. Currently, he is a faculty member at the Department of Islamic Culture, Faculty of Sharia, Bamyan University.

3- Candidate Assistant Professor Ahmadullah Rashidi
Ahmadullah Rashidi, son of Haji Abdul Rashidi, is a resident of Otri village, Syedabad district, Wardak province. He was born in 1365 AH (approximately 1986-87 CE).
He completed his initial religious education at Miftah-ul-Uloom Madrasa in his home province. He further pursued religious studies in various madrasas in Pakistan, and obtained his ‘Almiya degree (Dora-e-Kalan) from Imdad-ul-Uloom Madrasa in Peshawar.
In 1403 AH, through an open competitive exam, he was appointed as a faculty member at the Department of Islamic Culture, Faculty of Sharia, Bamyan University.

4- Candidate Assistant Professor Abdul Qadir Mukhtar
Abdul Qadir Mukhtar, son of Abdul Rashidi, was born in 1407 AH (1365 AH solar, approx. 1986-87 CE). His original residence is in Baghlan province, and he currently lives in Bamyan city. He is married and holds a Master’s degree in Islamic Sciences.
His academic specialization is in Fiqh (Islamic jurisprudence), Qada (Islamic judiciary), and Islamic Studies.

Education:

  • Completed primary religious education at "Naumaniyah," "Doab Mikh Zarin," and "Islamia Jelmash" madrasas in Bamyan.
  • Studied various Islamic sciences between 1384–1389 AH (solar) in madrasas located in Peshawar, Bajaur, Mardan, Swabi, Zakhel, Abbottabad, and Haripur (Pakistan).
  • Graduated from the ‘Almiya course at Darul Uloom Ali Herat (1392 AH solar); also completed specialization in Fatwa there with distinction (1393–1394 AH solar).
  • Obtained a Bachelor’s degree from Afghan Higher Education Institute (1395 AH solar) and a Master’s in Tafsir and Quranic Sciences from Al-Mustafa International University (Kabul branch) in 1398 AH solar.

Specialization:

  • Specializes in Fiqh and Islamic jurisprudence (Ifta).

Experience:

  • Worked as a teacher at Imam Tirmidhi Private Darul Uloom in Kabul’s District 13 for two years.
  • Served five years (2017–2022) as an Islamic Studies faculty member at Maiwand Private University.
  • Since Hamal 1402 AH (solar), officially a faculty member at Bamyan University.

5- Candidate Assistant Professor Makram Mazhari
Makram Mazhari, son of Sikandar and grandson of Muhammad Zahir, was born in 1369 AH (approx. 1990 CE) in Qashqa village, Ruiduab district, Samangan province.
He completed education up to 9th grade in his village and received his initial religious education from local scholars.
In 1383 AH, guided by his uncle Qari Mohammad Dawood, he went to Dasht Safid village, Kahmard district, Bamyan province, where he studied at various private madrasas such as Teklaniyeh, Naumaniyah (Doab Mikh Zarin), Muhammadiyah (Abkhork), Kalor Khurram, and Sarbagh.
In 1388 AH, he graduated from Darul Uloom Arabia Islamia Kokjar, Samangan, completing 12th grade. He continued his Islamic sciences education at Hanafiyah Karte Khorasan, Sadaqiya Larghan, Dalkhaki Samangan, and Khwaja Alwan Baghlan madrasas.
In 1402 AH, he completed the Hadith course under the renowned scholar Sheikh Mohammad Sharif Haqqani at Jamiat Imam Abu Hanifa (RA).
In 1403 AH, through an open competition, he was appointed as a faculty member at the Department of Islamic Culture, Faculty of Sharia, Bamyan University.

6- Candidate Assistant Professor Noor-ul-Haq Azizi
Noor-ul-Haq Azizi, son of Abdul Aziz and grandson of Abdullah, was born in 1373 AH (approximately 1994-95 CE) in Shorab village, Khurram and Sarbagh districts of Samangan province. He completed his primary education at Darul Uloom Alia Usmania in Samangan.
He completed his higher education in the same province and holds a Bachelor's degree in Jurisprudence and Law from the Faculty of Sharia at Kabul University.
Currently, he is a faculty member at the Department of Islamic Culture, Faculty of Sharia, Bamyan University.

7- Candidate Assistant Professor Mohammad Naseem Fayyaz
Mohammad Naseem Fayyaz, son of Mehr Ali and grandson of Syed Amir, was born in 1360 AH (approximately 1981-82 CE) in Fazil village, Sarkh-Parsa district, Parwan province. He started his primary education under his father’s supervision and in 1378 AH (approximately 1999-2000 CE) went to Pakistan for memorizing the Quran.
In 1380 AH (approximately 2001-02 CE), he completed memorization at the Tahfeez-ul-Quran school in Lahore, and in 1382 AH completed the central course at Darul Huffaz.
He holds a Bachelor's degree in Islamic Sciences and Culture from the Faculty of Education and Training at Kabul University. Later, he studied Hadith at the "Arab Islamic University Khwaja Abu Nasr Parsa" school, graduating in 1446 AH.
On 9-1-1402 AH (Islamic calendar), through a competitive exam, he was appointed as a faculty member in the Department of Islamic Culture, Faculty of Sharia, Bamyan University.

8- Candidate Assistant Professor Naqeebullah Hanafi
Naqeebullah Hanafi, son of Wazir Ahmad and grandson of Mohammad, was born on the 1st of Wray (March/April) 1378 AH (approximately 1999 CE) in Dasht Safid village, Kahmard district, Bamyan province.
He completed his primary education at the Teklaniyeh Dasht Safid madrasa in the same area, and his intermediate education at Siraj-ul-Uloom madrasa in Pul-e-Charkhi, Kabul.
He completed his higher education at "Khatam Al-Anbiya Jannatiyah" madrasa and completed the ‘Almiya (Islamic scholarship) course at Darul Uloom Hazrat Omar bin Khattab (Darul Aman, Kabul).
Later, he passed the examination for a faculty position in the Department of Islamic Culture, Faculty of Sharia, Bamyan University, and was appointed on 25th of Mizan 1446 AH.

9- Assistant Professor Fazl-ur-Rahman Sarfaraz
Fazl-ur-Rahman Sarfaraz, son of Mirza Mohammad and grandson of Shah Mohammad, is a resident of Sarkh-Parsa district, Parwan province.
He completed his schooling up to the 12th grade at Shaheed Niazi High School.
He graduated from the Faculty of Sharia, Department of Islamic Teachings, Nangarhar University, and also obtained a Master’s degree from the same university.
He completed his ‘Almiya course at the “Jamia Mia Gul Jan Agha” madrasa in Qarabagh, Kabul.
Currently, he is a faculty member at the Department of Islamic Culture, Faculty of Sharia, Bamyan University.

10- Candidate Assistant Professor Khairullah Khalid
Khairullah Khalid, son of Azizullah and grandson of Ghulam Naqshband, is a resident of Kahmard district, Bamyan province. He was born in 1380 AH (approximately 2001-02 CE).
He completed his primary education at Dasht Safid Middle School and completed his higher and ‘Almiya education at Teklaniyeh High Madrasa.

11- Candidate Assistant Professor Maslah-ud-Din Nizami
Maslah-ud-Din Nizami, son of Siraj-ud-Din and grandson of Nizam-ud-Din, is a resident of the central district of Bamyan province. He completed his primary education in his hometown and pursued his intermediate and higher religious studies at the Darul Uloom Arabic Madrasa in Kabul.
He holds a Bachelor's degree from the University of Education and Training and completed the ‘Almiya (scholarly) course at Darul Uloom Omar bin Khattab (Kabul).

12- Candidate Assistant Professor Abdul Mustaan Akbari
Abdul Mustaan Akbari, son of Muhammad Usman and grandson of Muhammad Akbar, is a resident of Tala and Barfak district, Baghlan province. He completed his primary education in his hometown and continued his schooling up to the 12th grade in various regions of the country.
He graduated from the Faculty of Sharia, Department of Islamic Teachings at Takhar University and currently serves as a faculty member at the Department of Islamic Culture, Bamyan University.

13- Candidate Assistant Professor Hamidullah Hamas
Hamidullah Hamas, son of Hazrat Qal, was born in 1369 AH (approx. 1990 CE) in Sheber district, Bamyan province. He completed his primary education in his hometown and finished his intermediate, higher, and ‘Almiya religious studies at Jamia Abu Bakr Siddiq in the Taymani area of Kabul.
He holds both Bachelor's and Master's degrees from Salam University and is currently a faculty member at the Department of Islamic Culture, Faculty of Sharia, Bamyan University.

14- Candidate Assistant Professor Islam-ud-Din Siddiqi
Islam-ud-Din Siddiqi, son of Sarwar-ud-Din and grandson of Haji Najm-ud-Din, was born in 1365 AH (approx. 1986 CE) and resides in the central district of Bamyan province. He completed his primary education in his native village and finished his schooling up to the 12th grade at the Central Darul Huffaz.
He holds a Bachelor's degree from Herat University and is currently a faculty member at the Department of Islamic Culture, Faculty of Sharia, Bamyan University.

15- Candidate Assistant Professor Basheer Ahmad Zahid
Basheer Ahmad Zahid, son of Mawlawi Asil Mohammad Abid, is a resident of Siyah Chub village, Syedabad district, Maidan Wardak province. He was born on the 29th of Kab (February/March) 1363 AH (approx. 1984 CE).
He received his primary education from his father and Qazi Baba, who was one of the prominent scholars of his time. Later, he studied at Jamia Faruqia in Afshar, Kabul, and continued his religious education in Pakistan at the Zubairia, Abdullah bin Masood, and Siraj-ul-Islam madrasas.
He completed his Dora-e-Kalan (advanced scholarly course) in 2007 and after the Islamic Emirate period, he completed a two-year course in Qada (judiciary) and Ifta (Islamic jurisprudential verdicts).
He graduated from the Faculty of Sharia at Istiqat University in Kabul and has been a faculty member at Bamyan University since 1403 AH. He is also proficient in essential computer programs.

16- Candidate Assistant Professor Abdul Samad Haidari
Abdul Samad Haidari, son of Muhammad Haidar, is a resident of Tala and Barfak district, Baghlan province. He was born in 1377 AH (approximately 1998-99 CE). He received his primary education in his hometown and completed his higher, secondary, and ‘Almiya (Islamic scholarship) education at Jamia Alia Abu Bakr Siddiq (Kabul).
He graduated from Kabul University, Faculty of Sharia, Department of Islamic Teachings, and also completed specialized courses in Ifta (Islamic legal verdicts) and Qada (Islamic judiciary).
In 1403 AH, through a competitive exam, he was appointed as a faculty member at Bamyan University and currently serves as the Deputy Dean of the Faculty of Sharia.

17- Assistant Professor Mohammad Gul Wahaj
Mohammad Gul Wahaj, son of Mohammad Rasul, is a resident of Sarkh-Parsa district, Parwan province. He was born in 1372 AH (approximately 1993-94 CE).
He completed his primary and secondary education at Shaheed Abdul Rauf Hujjat Darul Uloom.
In 1395 AH, he obtained a Bachelor’s degree from Al-Biruni University in the Department of Fiqh and Law, and in 1398 AH, he earned a Master’s degree in the same field from Nangarhar University.
In 1402 AH, he was appointed as a faculty member at Bamyan University.

18- Candidate Assistant Professor Abdul Basir Thaqib
Abdul Basir Thaqib, son of Abdul Samad, is a resident of Fayroz Koh, the center of Ghor province. He was born in 1352 AH (approximately 1973-74 CE).
He completed his primary education in his hometown and his intermediate and higher education in Pakistan.
He completed his ‘Almiya course in 1425 AH (Islamic calendar) at Madrasa Haqqania.
Currently, he is a faculty member at the Department of Islamic Culture, Faculty of Sharia, Bamyan University.

19- Candidate Assistant Professor Abdul Qadir Thaqib
Abdul Qadir Thaqib, son of Ghulam Hazrat, is a resident of Sheber district, Bamyan province. He was born in 1365 AH (approximately 1986 CE).
During migration, he began his education in 1375 AH (approximately 1996 CE) in Peshawar, Pakistan, and completed his higher, ‘Almiya, and specialization courses at Noor-ul-Madaris, Markaz al-Uloom al-Islamia, and Darul Uloom Imam Bukhari madrasas.
In 1402 AH, he was appointed as a faculty member at Bamyan University, where he is currently teaching.
